1.) NRC Generic Letter 88-20, Supplement 4, dated 6/28/91 In response to Reference 1, Union Electric will perform an Individual Plant Examination of External Events for Callaway making use of the following techniques:
1.
For Seismic Events the EPRI Seismic Margins Analysis (SMA) approach will be used..There may be deviation from specific aspects of the {sthodology because of the high seismic capacity of 'fh<
Callaway structures built per the SNUPPS design as d,iscusced in FSAR Sections 2.5 and 3.7 (B,N).
A "eview of the callaway plant seismic design basia is being conducted and the results of this review may allow us to screen out large portions of the plant as meeting the NUREG/CR-0098 seismic response spectra.
When the results of the review are complete they will be used to eliminate unnecessary steps in the SMA methodology.
2.
For Internal Fires the EPRI Fire Induced Vulnerability Evaluation (FIVE) methodology will be used.
3.
For High Winds, Floods, and Transportation and Nearby Facility Accidents the Screening Approach discussed in Reference 1 will be used.

L<cember 18,.1991 At present we know of no additional site specific external events that need to be evaluated.
We expect to submit the results of the IPEEE in September 1995.
Our reason for scheduling a submittal date later than the June 1994 date requested by NRC is personnel constraints.
It is our intention to make maximum use of utility personnel in performing the IPEEE and the same pqrsonnel are currently involved in our IPE analysis.
Upon completion of the callaway IPE these people will be available to perform the IPEEE.
Thus, an extension on our submittal date will allow us to maximize utility involvement in the Callaway IPEEE.
In addition, personnel constraints will prevent us from performing an in-house peer reviww of the IPEEE.
It is our intention F
to utilize an outside agency to perform the peer review of our IPEEE.
Overall, we feel that this approach will allow us to prudently allocate our limited-Utility

resources.
