10CFR Part 21 Defect in Pacific Air Products Co. Linear Converter at Clinton Power Station (21-84-02)

Dear Mr. Keppler:

In Illinois Power Company's letter to Mr. Frank Jablonski, NRC Region III, (Ref. U-10024, 1606-L, dated January 17, 1983),

Illinois Power agreed to notify Region III of those 10CFR Part 21 l defects that affect Clinton Power Station and that were previously I reported to the Commission by vendors or contractors. In accord-ance with that agreement, the following information is submitted:

On January 17, 1984, Mr. Louis R. Hess, President, Pacific Air Products Company, informed the Nuclear Regulatory Commission of a potential defect affecting the Clinton Power Station (copy attached).

Pacific Air Products has identified a failure of a linear converter at a non-nuclear plant (Edgewater Generating Plant).

The report to the NRC states that the preliminary analysis in-dicates that the failure was caused by excessive wear of the brass shaft guides on the input and output shafts.

Attachment "A" of the report identifies the utilities and power plants which receive the Linear Converter Units and the quantities shipped.

, $.Mr. Jcmes G. Kepger Pacific Air Products is presently investigating the cause of the excessive wear to the Linear Converter and.is to issue a report of the investigation results within 90 days of the NRC notification.

Illinois Power Company is also conducting an evaluation of the report-ed. condition and will assure that adequate corrective action is taken, including the implementation of the recommended preventative mainten-ance in the PAP Co. letter.
