APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the Now York Power Authority, as holder of Facility Operating Ucenso No. DPR 59, hereby applies for an Amendmont to the Technical Specifications contained in Appendix A of this license.
The proposed amendment to the James A. FitzPatrick Technical Specifications changes Section 6.0,
- Administrative Controls,' to reflect a management roorganization designed to improve operations at the plant. The management reorganization includes position title changes, the creation of two now senior levol management positions on the same level as Superintendent of Power, the reassignment of position responslbilit!es, and the proposed restructuring of the Plant Operating Review Committee (PORC),
The current Technical Specifications to be changed by this Application for Amendment are provided as Attachment 1. The proposed changes to the Technical Specifications are Attachment il to this Application for Amendment to the Operating Uconse. The Safety Evaluation for the proposed changos is included as Attachment 111.
