Our initial. Response to the Bulletin, dated March 10, 1989, indicated that for the McGuire and Catawba Nuclear Stations, Duke Powar was going to be participating in the Ger.eric Westinghouse Owners Group (W3G) program that was catablished to address this

By a May 10, 1989 letter, a Justificatf.on for Continued Operation I

(JCO) for Catawba and McGuire Nuclear Stations was submitted in

.respor.se to NRC Bulletin 88-11, Item 1.b. The JCO stated that l all units at McGuire and Catawba could continue power operation for at least the next' ten heatup and cooldown cycles.

In addition, the May 10, 1989 letter also stated that we would fully address the. requirements of Bulletin 88-11 by January 1991.

In a subsequent letter dated July 15, 1991, we had advised you of a delay-in submitting the. additional information requested by the bulletin. We had committed to provide this information to you by.

Nuclear Regula'.ory Commission December 31, 1991 page 2 Subsequent to this commitment, the NRC staff issued a Safety Evaluation Report (SSR) on the WOG Pressurizer Surge Line Thermal Stratification Generic Detailed Analysis.(WCAP-12639). This SER was provided to us by a NRC letter dated August 1, 1991. This letter advised us that WOG detailed a;.alysis program results ,

could be used to satisfy Items 1.c and 1.d of the bulletin for McGuire and Catawba Nuclear Stations, provided that plant specific applicability is demonstrated and additional evaluction

- requirements as specified within the SER are performed. Further, the August 1, 1991 NRC letter requested that we submit to the NRC within 30 days of completing the additional analyses the information addressing plant specific applicability and the additional analysis being used to satisfy Items 1.c and 1.d of the bulletin.

Our understanding of the August 1, 1991 NRC letter is that the

' requested information to be provided within 30 days of completing the additional analyses supersedes our commitment to provide thic information to you by December 31, _1991 as stated in our July 15, 1991 letter.

Please be advised that the evaluation demonstrating plant specific applicability and the additional evaluatione as requested by the August 1, 1991 NRC letter have been completed on December 31, 1991 for both M,cGuire and Catawba Nuclear Stations.

Accordingly, this information will be submitted to you for both stations no later than January 30, 1992.
