Dear Sir or Madam:
Pursuant to the Freedom of Information Act, I woul-copies of all A
inspection reports and related documents for the Oysar Creek Nuclear
}
Plant (Docket 50-219). Toms River, N.J., for the years 1964-70. (By
_g :
related documents, I mean documents that relate in some way to the
{
inspection reports such as company responses or unusual occurrence y
reports.)
34:
These inspection reports may be known as Category Q reports. or h
Division of Compliance reports. They were written by Atomic Energy g.
Commission inspectors who visited the site of the Oyster Creek Nuclear g-Plant while it was under construction from 1964-70 to check on the progress and quality of work.
}
I know such reports were written by AEC inspectors during the construction of the Saxton reactor in Salton. Pa., and there is no reason similar reports would not have been done at Oyster Creek.
I searched for these reports Friday.Jan. 20,in the NRC Public d
Documents Room in Washmgton, D.C. Neither I nor the librarians could
=
find any inspection reports for Oyster Creek prior to 1970. My 1991 "3 i FOI A request which sought Oyster Creek documents that were not in Qq

the PDR also did not yield these reports. Perhaps they are still in the Region I office in King of Prussia, Pa. They must be somewhere, I cannot imagine that inspection reports, especially from a troubled project like Oyster Creek, would be thrown away.
I need these reports for a book I am writing on the history of General Public Utilities Corp.. which owns Ovster Creek through its Jersey Central Power & Light Co. subsidiary. Oyster Creek was beset with labor strife, problems caused by design errors, and shoddy workmanship during the 1964-70 construction phase, and these reports should reflect some of that.
Pursuant to the Freedom of Information Act, I also request
" Representative of the News Media" status, which entitles me to a waiver of search charges and 100 pages of free copymg. This status is also available to established freelance writers, which I am. I am the author of the book, '&seenDanger.4 Trage&offeaple Gawernment andthe Centra //a Mhle/he" published in 1986 by University of Pennsylvania Press, and have almost 20 years of experience as a newspaper reporter. I have been working on my GPU book for the past six years.
Thank you for your attention to this request.
Sincerely,
.0
