Oyster Creek fluclear Generating Station Operating License No. DPR 16 Docket lio. 50-219 Response to liRC Request for Changes to SSRS for Use in Soil Structure Interaction On May 25_, 1988 GPUN pre:ented a methodology for the new Site Specific Resnonse Spectra (SSRS) for the Oyster Creek Nuclear Generating Station.

During the meeting, the staff raised several concerns which we addressed in a report submitted via our [[letter::05000219/LER-1989-019, :on 890911,emergency Diesel Generator Became Inoperable.Caused by Dirt on Wiper of Motorized Potentiometer in Peaking Load Control Circuit & Latent Heat Expansion of Engine.Fuel Injectors Replaced|October 11, 1989 letter]].

This report, prepared by Weston Geophysical, also presents horizontal and vertical SSRS which are proposed for use as input to generate new floor response spectra using soil-structure interaction technology. The spectra presented are in compliance with Option 2 outlined in the December 1987 I4RC letter. The magnitude range chosen was 5.3 1 0.3.

Since ever 60 records were used, a firm statistical base was established j

without the need to expand to the f t.ll permitted range of 5.3 i 0.5.

The staff requested additional information on September 20, 1990 which was submitted on February 6, 1991.

A telephone conversation was held between GPUN, the NRC and Weston Genphysical on May E, 1991 to discuss the SSRS.

The NRC informed GPUN that the SSRS submitted in October 1)09 would be at:eptable for use in a soil-structure interaction analysis provided the following changes were incorporated:

1.

Remove the ten horizontal components recorded in buildings taller than four stories.

2.

Incorporate the accelerograms recorded from the following earthquakes:

(a)

Coalinga, California - Earthquake Aftershock - 25 July 1983 -

recorded at station CllP (two records).

(b) Hollister, California Earthquake 26 January 1986 - recorded at Olorictta Warehouse (two records).

(c)

Palm Springs, California - Earthquake - 8 July 1986 - recorded at Palm Springs Airport (tvo records).

Subsequent to the telephone conversation, GPUN incorporated the recommended changes.

The rrsulting SSRS is shown in Attachment 1.

The nine records added to tre SSRS computation were also reviewed to determine if they complied with the criteria used to develop the SSRS.

The North-South component from the Imperial Valley earthquake of 1953 was determined to be too low to be a credible earthquake response.

The East West component was included in the 1989 Weston report. A comparison of this component to the East West and vertical components of the same earthquake is shown in Attachment 2.

The effect of adding this record is an increase in standard deviation that more than off sets the decrease in mean values, thus raising the SSRS.

This record is probably due to a malfunctioning r.cnsor and it is clear that it should not be included.

in addition,-the Palm Springs earthquake af 1986 and the Santa Barbara earthquake of 1941 were both magnitude 5.9 earthquakes which is outside the target range of 5.3 1 0.3.

Consequently,_these records should not be included in the SSRS.

Therefore we agree to remove the ten components recorded in tall structures and

-add the two records from the Coalinga earthquake of 1983 and the two records from the Hollister earthquake of 1986.

This results in an SSRS developed from 67 records.

The 5'<, damped SSRS calculated from these 67 records is shown in.

GPUH has discussed the SSRS based on the 67 record data set shown in Attachment 3 with our Consultant, Dr. Robert P. Kennedy.

GPUN has determined and Dr.

Kennedy has concurred that the SSRS shown in Attachment 3 is conservative, technically adequate and appropriate for use in a soil-structure interaction analysis for the Oyster Creek Nuclear Generating Station.
