Docket Nos. 50-361 and 50-362 Toxic Gas Isolation System Temporary Outage Time Proposed Technical Specification Change NPF-10/15-446 San Onofre Nuclear Generating Station Units 2 and 3 Enclosed are Amendment Application Numbers 147 and 131 to Facility Operating Licenses NPF-10 and NPF-15 for San Onofre Nuclear Generating Station Units 2 and 3, respectively. The Amendment Applications consist of Proposed Technical Specification Change Number NPF-10/15-446 (PCN-446). PCN-446 is provided as Enclosure 1 to this letter.

This amendment request is to make a change to Technical Specification (TS) 3/4.3.2, " Engineered Safety Features Actuation System Instrumentation," Table i 3.3-3. TS 3/4.3.2 includes the requirements for the minimum number of Toxic Gas Isolation System (TGIS) trains operable. This TS change request is to extend the allowed TGIS outage times during replacement of TGIS j instrumentation. Replacement of TGIS instrumentation is governed by Design l Change Package 6933 (DCP 2/3-6933.00SJ). j l

i This change adds a note to TS Table 3.3-3. This note states that, during construction for DCP 6933, Actions 14 and 15 will not be in effect. Instead, actions for the TGIS channels will be conducted in accordance with the provisions of this letter. This letter requires that either one channel of TGIS be available or the Units 2 and 3 control room be isolated during the construction period for TGIS instrumentation replacement.

In the event a TGIS channel cannot be restored or the Control Room Emergency Air Clean Up System (CREACUS) cannot be initiated or maintained in the isolation mode of operation due to equipment malfunction, it is acceptable to return the control room to the normal mode of ventilation for a limited time to restore control room air quality or repair the associated CREACUS equipment. These periods when the control room will be in the normal mode of ventilation with TGIS unavailable will not exceed a cumulative 54 hours6.25e-4 days <br />0.015 hours <br />8.928571e-5 weeks <br />2.0547e-5 months <br /> for all construction periods associated with TGIS instrumentation replacement.

. ,f"CE Document Control Desk The San Onofre TGIS instrumentation was designed and fabricated in the early 1980s. Over the years the TGIS ammonia and butane analyzers have become obsolete and the current vendor of the ammonia and butane analyzers has discontinued manufacturing these analyzers. As a result, spare parts for these analyzers are no longer readily available and, in some cases, are only  ;

available as substitutes requiring system modification. The ammonia and l butane analyzers are developing a poor maintenance history and are requiring  !

more frequent maintenance. Because of these factors, which have the potential l to cause a dual unit shutdown, replacement of the TGIS ammonia and butane analyzers is warranted. This TS change is the last restraint necessary to allow for the replacement.

PCN-299 implements the Technical Specification Improvement Project which incorporates the recommendations of NUREG-1432, " Standard Technical Specifications, Combustion Engineering Plants." PCN-299 was submitted to the NRC for review on December 30, 1993. This proposed change does not require any changes to PCN-299 because this change is not expected to be in effect when PCN-299 is implemented.

Because of the need for TGIS instrumentation replacement, Southern California Edison (Edison) requests NRC approval of this license amendment request by November 1, 1995.

Edison requests this amendment be issued effective as of its date of issuance, to be implemented within 30 days from the date of issuance. This will provide adequate time for the necessary procedure changes and training on the new Technical Specifications.
