Comments from Omaha Public Power District (0 PPD) on Proposed Generic Communications Regarding Testing of Safety-Related Logic Circuits In Reference 2, the NRC solicited comments on proposed generic communications regarding testing of safety-related logic circuits.
OPPD has reviewed the proposed generic communications and provides the following comments:
1)
Under the section " Description of Circumstances," first paragraph, the typographical error " rector" should be revised to " reactor."
2)
Under the section " Description of Circumstances," sixth paragraph, there appears to be a duplication of items (1) and (2) for "the licensee has taken the following corrective actions..." therefore, the redundant items should be deleted from the beginning of this paragraph.
3)
Under the section " Requested Actions" Item (1), OPPD recommends adding "to fulfill Technical Specification requirements" to the end of the sentence "...to ensure that all portions of the logic circuitry, including the parallel logic, interlocks, bypasses, and inhibit circuits, are adequately covered in the survelliance procedures."

Under the section " Requested Actions" OPPD recomends either deleting the last. sentence of' Item (1) "This review should also include relay contacts,' control switches, and other.
relevant ~ electrical components within these systems, utfilzed in the logic circuits," or reducing the scope of the review.
The scope of this review should be limited to include only those states which enable' performance of-a safety function.
