3.1 Snubber Preservice Inspection Program.

The Snubber Preservice Inspection (PSI) Program is implemented in

-accordance with the requirements of Section XI of the ASME Boiler and Pressure Vessel Code, 1977 edition, through the summer of 1978 addenda.

The augmented preservice inspections, reflected in Commonwealth Edison's response to FSAR question 110.63, are also addressed in this preservice inspection program plan. That response takes guidance from EXAMINATION AND PERFORMANCE TESTING OF NUCLEAR POWER PLANT DYNAMIC RESTRAINTS (SNUBBERS)

~O&M-4.

The snubbers in the following' tables include the snubbers found on all Class 1, components and piping, all Class 2, components and piping, and all Class 3, components and piping greater than 4 inches.

This program plan does not.take credit for the exemptions offered in Subsection IWC for snubbers found on Class 2 piping less than 4 inches.

The requirements in Subsection IWD, for Class 3 piping, to examine only j

snubbers on piping greater than 4 inches, is reflected in this program.

The following items will be verified during snubber installation.

Snubbers will be stroked when they are retrieved from the'ir storage area to verify that they are not seized, frozen or jammed.

Verification that the completed installation is as identified.on the component supports design drawings, will be made. This will be done by inspecting the attachments (e.g endplates) at the time.of their installation, and inspecting the snubbers and their attachments (e.g.

end pins) at the time of their installation. The completed snubber examination will include verifying that attachments are in place, that the proper snubbers were installed in the correct locations, that pin to pin dimensions are checked, and that cold settings are recorded.

If installation can not be made per design drawings, component support installation guidelines and tolerances will be used. If indications of damage are found during the course of installation, on either the snubbers or their attachments, the affected portions of the assembly will be repaired or replaced, and re-examined.

Since component support design is in a state of flux, new snubber locations may be added or changed in the plant design. This-small percentage of

-snubbers, will be examined as newly installed snubbers. Testing of these snubbers, and other retesting, will be performed during startup as indentified by engineering. A documented visual examination will be performed on essentially 100% of all.the snubbers-(with the aforementioned exception), within six months of Hct Functional Testing. This visual examination will verify the following:

No visible interference with the snubber from other components or structures.

Snubber attachments are in place and appear secure.

6)

Hydraulic Snubber leak rates are less than or equal to design.

To satisfy items 1 through 5, credit will be taken for field examinations performed under the jurisdiction of Commonwealth Edison Construction Department, as allowed by ASME Section XI IWB and IWC..

All such inspections will be performed by ANSI certified inspectors.

Item 6 will be the responsibility of the station and verified by inspectors qualified to Section XI.

If the Hot Functional Testing schedule slips, such that performance of the visual examination (items 3 through 6) falls outside the six month time interval, the examination will be repeated.

If during the initial examination or subsequent examinations, snubber assemblies fall to meet the aforementioned criteria, they will be repaired or replaced, and the affected portions of the assembly will be reexamined.

During Hot Functional Testing, the following items will be verified for essential systems, as identified by response to FSAR question 110.37, whose l

operating temperature exceeds 250*F.

Inspectors performing the following examinations will be qualified to the requirements of Section XI.

Snubber movement, as indicated on the snubber, from ambient temperature to maximum operating temperature, is as expected.

8)

For systems whose maximum normal operating temperature is not attained during testing, the expected amount of movement is calculated and evaluated to assure snubbers remain within their stroke capabilities.

9)

Snubber swing clearance is adequate.

Items 7, 8 and 9 will be verified in the following manner.

Cold snubber positions will be recorded for snubbers in accordance with response to FSAR question 110.37, prior to Hot Functional Testing. During Hot Functional Testing, selected snubbers will be checked at various temperatures to verify that they have not met with interference to their stroke or swing. Snubbers found on systems described in item 8, will be checked during heat-up so that the required stroke at maximum operating temperature can be extrapolated.

On all cther systems, snubbers will be chosen at key points, and checked to verify unrestricted system expansion. Once the plant has reached its maximum temperature for Hot Functionals, snubbers on the system will be checked. Hot positions will be recorded'in accordance with response to FSAR questions. To verify unrestricted movement during system contraction, selected snubbers will be checked to confirm that they return to their approximate baseline positions following cooldovn to ambient temperature.

If at any time during the course of Hot Functional Testing it is determined that snubber movement has been restricted, heat-up will not continue until the cause for restriction has been identified and corrected. (0012T)

4 SECTION 3.2.1 TABLES FOR PRESERVICE SNUBBER TESTING PROGRAM BYRON ONIT 1 (0012T)

The following information is included in the Program Tables:

Snubber Assembly No.

The snubber number identifies a specific snubber by its unique number. Its number references the unit and the system which contains the pipe or component that the snubber supports.

Elevation and Location Snubber locations are designated by a rectangular coordinate system using.

column numbers for all areas of the plant. The column numbers listed for the snubbers in containment are based on a rectangular coordinate system that is unique to the containment building.

Design Load (Normal and Upset)

The design load listed for the snubber is the sum of the normal and upset loading for that snubber in units of kips. This entry does not reflect the maximum capacity of the snubber since the snubbers were chosen to have greater maximum design capacities than their expected loading.

Accessible or Inaccessible This column refers to the feasibility of reaching a snubber for visual inspections during plant operation, or to take data on its position setting. This information will be accumulated as the PSI progresses.

High Radiation Zone This entry reflects ALARA concerns such that it defines snubbers whose inspection or testing will require excessive exposure of personnel. This will not present any problems during the PSI, since it will be executed prior to loading fuel. Snubbers in possible high radiation areas will be identified prior to the first inservice examination.

Especially Difficult To Remove This entry will identify snubbers which have limited access, making their removal difficult, though they may be accessible for visual examination.

This information will be collected during execution of the PSI.

l The tables are organized first according to system, and then according to mechanical or hydraulic. As of 1-28-82, only the MS and RC systems contain hydraulic snubbers.

Note:

The snubbers listed on the following tables represent the most up to date information available to the station through design drawings, as of the date on the table. Since the component supports designs are in a state of flux these tables will be updated at least once prior to Hot Functionals and again prior to start-up. (0012T)
