The purpose.:f :his letter is to transmit SQN's review metr.odelegy and schedule to implement the subject GL.

The following paragraphs delineate the information requested.

1.

Seismic Events Electric Power Research Institute (EPRI) NP-604l, "A Methodolo6y for Assessment of Nuclear Power Plant Seismic Margin," will be utilized for

he evaluaticn of seismic events.

SQN will also use the supplemental guidance provided in NUREG-lLO7 as requested.

It is car intent to perform a ecmplete seismic evaluatien, using the method previously stated, for tne

PEEE for one of the two SQN units, and only perform seismic walkdowns and unit unique calculations for the ether SQN unit.

Internal Fires The Fire-Induced Vulnerability Evaluation (FIVE) methodolcgy wil'1 be utilized for the evaluation of internal fires.

SQN App. Jix R work will be a starting point for the evaluation utilizing the F;VE methodology.

3.

External Floods, High Winds and Tornadoes. Iransportation, Nearby Facility Accidents, and 3ther External Events t

The screening type apercach as described in the subject GL and VUREG-1407 will be used to further evaluate these external events.

This date is approximately eight months after the " nit i Cycle 8 refueling outage.

(The L'ni t 1 Cycle 5 refueling outage was completed on December 14

991, and the

'.'ni t 2 Cycle 5 refueling outage is scheduled for March of 1992.)

Preparation for this work will begin af ter completion of the " Individual Plant Examination For Severe Accident Vulnerabilities" iGL 38-20 ),

currently scheduled for September 1, 1992.

This tenedule will allcw SQN tone ci three !VA sites currently responding to the sucject GL) to utilize perranent plant personnel to the maximum extent possible by leveling resources elative to outage period demands.

One refueling mutage is not anticipated to be sufficient to complete the walkdowns required f or the 1PEEE f or equipment inside containment for the safe-shutdown paths and containment integrity.

The walkdowns insice containment will aegin with Unit 2 :ycle 9 And end witn " nit 1 Cycle S refueling outages.

Eva;uation cf the walkdcwn data.i;l te performed between cutages to minimize the work impact during cutage periods.

The second outage will allow the walkdewn teams to revisit :cmponents for verification inspections and conduct additional wa;kcewns that may be identified after the tirst outage.
