g CAUSE OF NONCOMPLIAPCE:

Tne discharge-intake temperature difference of the cooling water of the Augmented Offgas-New Radwaste System exceeded the permit limiting condition of =

270F. The temperature difference was 330F.

j DESCRIPTION OF totCOMPLYItG DISCHARGE: ,

The Augmented Offgas-New Radwaste System (AOG-!Mi) receives cooling water from the Service Water System. During the currently in progress _

maintenance / refueling outage, one of the Service Water pumps and one of the heat exchangers that service the system had been taken out of operation for . ^

maintenance. Tnis situation reduced the ability to provide additional cooling _

- water to the cystem and with the reduction in heat removal potential, resulted in the h"at load exceeding the capacity of the operable cc: ucnent s.

_ __ - - = . :. ~.= 2 -

ibe uxact duration of the noncupliance cannot be determined; it can be

~

estimated that it did not exceed seven (7) hours.

_, CORRECTIVE ACTION 'IO REDUCE THE NONCOMPLYING DISCHARGE: e 9

i By varing the amount of, steam to the operating' evaporator (a major heat load to 3 tre system) and the flow'of cooling water to the evaporator, station personnel

= were able to bring the delta T into compliance.

'. 2 OleCP1VE ACTION TO PatVEttr RECUARE!EE

H. A. priodic equignent maintenance mst be conducLed as recognized ny corAition IS(b) of the permit. Both the Service Water pump and the heat exchanger are expected to be repaired and operable prior to the end of the current maintenance / refueling outage.

An indicated above, the conditicas within which the. system must be operated has severely impacted upon the station's ability to comply with the permit limit.

However, in an effort to try to maintain empliance, the evaporator, which is the major heat load on the system, is being operated at the lowest' capacity that it can be operated without causird damye to the unit. 'Ihe station will

-continue to operate the system in this manner, and will submit further infonnation in a demonstration of an upsat condition. .
