The purpose of this letter is to transmit Volf Creek Huclear Operating Corporation's (VCHOC) response to Generic Letter 88-20, Supplement 4:

' Individual Plant Examination of External Events (IPEEE) for Severe Accident Vulnerabilities - 10 CFR 50.54(f)'. The Reference requires the performance of a systematic examination to identify any plant-specific rulnerabilities to severe accidents and report the results to the Comminsion.

Attachment 1 provides the proposed program f or completing u;e Individual Plant Examination for External Events (IPEEE) for Volf Creek Generating Station and the schedule for submitting the results to the Commission.

' Individual Plant Examination of Eaternal Events (IPEKE) for Severe Accident Vulnerabilities - 10 CFR 50.54(f)'

Generic Letter 88 20 Supplement 4, requests licensees to describe their proposed programs for completing the Individual Plant Examinations of External Events (IPEEEs) by Dec.1ber 24, 1991. As stated in NRC SECY 91-102, the procedures for the seismic walkdown portion of this program are

'one of the most important ingredients in the seismic IPEEE'. Because of similarities between the USI A.46. 'Sej smic Qualification of Equipnent in Operating Plants', at,d seismic IPEEE programs. Wolf Creek Nuclear Operating Corporation (WCNOC) intends to train seismic IPEEE walkdown personnel at training courses currently being developed by the Seismic Qualification Utility Group (SQUG). However, the anticipated Supplemental Safety Evaluation Rouart (SSER) on tho SQUG's Generic Implem'sntation Procedure (GIP) for resolution of USI A-46 has not been made a'allable in sufficient time to permit fina11tation and scheduling of the SQUG training courses.

VCNOC intends on conducting the seismic IPEEE program as described below.

Upon receipt and review of the SSER, WCNOC may modify its progtam and/or schedule for conducting the seismic IP2EE depeading on the content of the SSER and resolution of open issues.

Request Identify the methods and approach selected for performing the IPEEE.

Response

VCNOC will perform a seismic Level 1 PRA plus containment performance analysis for Wolf Creek Generating St* tion (WCGS) to meet the evaluation requirements for seismic events. The selas..ic PRA vill use current methods and plant information. The seismic enhancements identified in Apper; dix 1 of Generic Letter 88-20, Supplement 4 will be considered as part of the WCGS l seisg'ic PRA.

VCNOC will perform a fire FRA to meet the evaluation requirements for internal fires.

VCNOC will use a screening type approach shown in Figure 1 of Generic better l

88-20. Supplement 4 to evaluate the impact of high winds, external floods, r and transportation and nearby facility accidents on WCGS.

analyses for the IPEEE. Therefore, the initiation of the IPEEE work will be delayed until. completion and submittal of the IPE report. The WCGS IPEEE submittal schedule is based on the IPE submittal date (September 1992) plus .

3 years. This schedule allows WCNOC to utilize the experience and knowledge gained in developing the IPE and maximize the amount of the WCGS IPEEE werk that will be performed by WCN00 personnel.
