Gentlemen:
Waterford 3 requests that a change be processed for the following Technical Specification Bases: i e BASES 3/4.6.2 DEPRESSURIZATION AND COOLING SYSTEMS - The bases associated with 3/4.6.2.2 CONTAINMENT COOLING SYSTEM is modified by providing clarification information related to TS LCO 3.6.6.2 as revised by license Amendment 39.
- BASES 3/4.7.1.2 EMERGENCY FEEDWATER SYSTEM - The bases is updated to provide additional information concerning actions associated with inoperable Emergency Feedwater Pumps.
BASES 3/4.8 ELECTRICAL POWER SYSTEMS - The bases associated with 3/4.8.1 A.C. SOURCES is modified by adding information concerning the i specified integrated diesel generator surveillance testing requirements. l Waterford 3 committed to add information to this TS bases to clarify the 3 phrase " permanently connected loads" in response to NRC violation ;

Technical Specification Bases Change W3F1-95-0116 Page 2 July 26, 1995 Attachment A contains the existing affected TS bases sections. Attachment B contains the revised bases sections. This request does not involve a change to the plant or plant operating procedures. The proposed changes have been reviewed by the Plant Operations Review Committee and approved by the General Manager Plant Operations.
