Dear Gentlemen:
On June 28, 1991 the NRC issued Generic Letter No. C8-20, Supplement 4, requesting that licensees perform an IPEEE for plant-specific severe accident vulnerabilities initiated by external events.
The generic letter also requests licensees describe to the NRC by December 25, 1991, the proposed programs for completing the IPEEE; specifically the methods, milestones,

and schedule for performing t,he IPEEE.
The purpose of this letter is to provide this information to the NRC.
Entergy Operations has chosen to use the Fire Induced Vulnerability Evaluation (FIVE) method developed by EPRI for the Waterford 3 internal fire IPEEE.
Entergy Operations has chosen to use the methodology shown in Figure 1 of Generic Letter No. 88-20, Supplement 4 for the Transportation and Nearby Facility Accident, Winds, Floods, and Others IPEEE for Waterford 3.
Waterford 3 is currently in the process of updating the transportation and nearby facility data base in accordance with Sections 6.9.1.9 and 6.9.1.10 of.the Technical Specifications.
This updated data base will be used at applicable for the IPEEE.

1 Page 2 December 20, 199.1 Waterford 3 is a reduced scope, non A-46 plant with substantial margin already existing in the Safe Shutdown Earthquake (SSE) 4 design criteria.
Therefore, Waterford 3 will perform a walkdown in accordance with the method described in EPRI Selsmic Margin Ansessment, NP-6041, using the SSE design response spectra described in the FSAR as seismic input.
Waterford 3 intends to use Entergy Operations personnel to the caximum extent possible to perform the evaluation.
To meet this objective, Waterford 3 intends to train seismic IPEEE valkdown personnel at training courses currently being developed by the Seismic Qualification Utility Group ("SQUG").
However, the anticipated NRC Supplemental Safety Evaluation Report ("SSER") on the SQUG's Generic Implementation Procedure (" GIP") has not been made available in sufficient time to permit finalization and scheduling of the SQUG training courses.
Waterford 3 therefore cannot at this time provide a firm plan and schedule for the seismic portion of the IPEEE.
Following issuance of the SSER, Waterford 3 may need to modify its schedule for conducting the seismic IFEFE depending on when the SQUG/IPEEE training is conducted.

The seismic and fire evaluationn are interrelated and are best coordinated and integrated into a single evalaation report.
l Therefore, Entergy Operations intends to submit a schedule for completion of all aspects of the IPEEE and for submittal of the report to the NRC within 120 days following receipt of the GIF SSER.
