By letter dated December 9,1994 Waterford 3 proposed the subject Technical

, Specification (TS) change. The proposed change revised the Limiting Condition For Operation (LCO) allowable opening tolerances on the Pressurizer Code Safety Valves (TS 3.4.2 and 3.4.3) and the Main Steam Line Code Safety Valves (TS Table 3.7-1) from i1% to i3%. The Proposed change also stated that if, the setpoint was found outside of a 11% tolerance band, the setting would be adjusted to within 11% of the specified lift setting. The revised Cor.oustion Engineering standard technical specifications (NUREG-1432) incorporates an "as left" setting requirement in the TS surveillance for Pressurizer and Main Steam Line Code Safety Valves. Consistent with this approach, Waterford 3 requests that the TS Surveillance Requirements associated with the subject request

( .i .e. , 4.4.2.1, 4.4.2.2 and 4.7.1.1), be modified to include an as left setting requirement as indicated in Attachment A. This request is purely administrative and has no impact on the no significant hazards determination provided with the initial proposal.
