Ryan Investigation Specialist Gentlemen:

Mr. Mohan R. Jain a startup engineer at the Peach Bottom nuclear facility we are constructing for Philadelphia Electric Company at Delta, Pennsylvania, has provided us with a copy of a letter dated March 12, 1973, to the Atomic Energy Commission, purportedly signed by Mr. Jain, which contends that there exist certain unidentified discrepancies in the construction of the project. He has also given us a copy of your letter of April 6, 1973, which indicates that you have discussed the matter with him.

We have discussed this matter with Mr. Jain and he has assured us that he is not the author of the March 12 letter and that he is not aware of any discrepancies in the project which would justify

such a letter. We have investigated the matter to the extent-possible, but without any identification of specific discrepancies, have been unable to ascertain any conditions at the project which could provide a basis for such a letter.

We gather from your letter to Mr. Jain that you are investigating the matter for the Atomic Energy Commission and wish to assure you of our complete cooperation with your efforts. We are enclosing for your information a copy of our. memorandum to Mr. Jain relative to this subject.

Walker You have provided us with a copy of a letter dated March 12, 1973, addressed to the Atomic Energy Commission alleging discrepancies in the construction of the Peach Bottom project which letter is signed with your name. I understand that you have advised John Walker that the signature on the letter is not in fact yours and that you have no knowledge as to the~ authorship of the letter.

According to the letter addressed to you by Alvin F. Ryan, Investigation Specialist for the Atomic Energy Commission, the AEC is interested in ascertaining the authenticity of the March 12 letter. Since the letter to the AEC claims the existence at Peach Bottom of discrepancies which should not exist in a nuclear plant, we are equally concerned as to the authorship of that letter. I am sure that you as a start-up engineer are familiar with our policies and procedures which require that all of our employees in responsible positions call to the attention of ther super-visors any apparent deficiencies in the work so that the problems can be investigated and corrected, if in fact a  !

need for correction exists. In the interests of orderly I construction of the project, we feel quite strongly that reports of any deficiencies should be channeled through the established quality assurance procedures which do provide i I

for appropriate corrective action, rather than being brought l to the attention of outside entities before the Bechtel job management is aware.of the problem. In the case of signi-ficant deficiengie~s, reports are made by Bechtel through established channeld'to Philadelphia Electric Company and the AEC.

i We would appreciate your cooperation in attempting to establish the authorship of the March 12 letter and request that you give John Walker any thoughts you may have as to the identity of the individual who initiated that letter. It is important to us to discuss the subject matter of the letter with the individual who wrote it both to identify the discrepancies which he contends exist so that we can investigate and correct them as appropriate, and secondly, to inform him as to the procedures which have been established to bring such matters to the atten-tion of appropriate Bechtel job personnel for review and disposition.

Your cooperation in this regard will be most sincerely appreciated.
