'In Southern California. Edison's -(SCE) response to NRC Bulletin 88 (Reference A), SCE stated that it'is participating in a Combustion Engineering 0wner's Group (CE0G) program that would provide a generic bounding analysis.

SCE committed to perform a plant specific analysis based on the CEOG analysis.

The plant-specific analysis was 'o-be submitted to the NRC by December 30, 1991, i

l Do'cument Control Desk 2-i On May 7 and 8, 1991, the NRC staff audited CE0G progress (Reference B).

The audit identified additional items thr' ABB/ Combustion Engineering needs to resolve. A second meeting between the NRC and CEOG was held on September 18 and 19, 1991.

This meeting resolved many of the dRC staff's concerns (Reference C),

in the meeting, the NRC agreed to a link between the plant specific analysis due date and the issuance of a favorable NRC Safety Evaluation Report (SER) for the CE0G's bounding analysis, in addition, the hRC acknowledged that a Justification for Continued Operation (JCO) is not required from the utilities if the CEOG analysis report is issued before December 31, 1991.

ABB/ Combustion Engineering has assured SCE that the CE0G bounding analysis will be issued before December 31, 1991.

Thus, SCE does not expect a JC0 submittal will be needed.

SCE plans to delay the submittal of the plant specific analysis report beyond December 30, 1991.

The report will be subritted to the NRC within either ninety l

days after the issuance of a favorable SER, or by September 1,1992, whichever is l

later.

This time is required for SCE to properly complete the plant specific report, and to consider the NRC's SER on the CE0G report, if you require any additional information on this subject, please let me know.
