Dear Mr. Gagliardo:
Inspection Report 83-17 In response to a notice of violation in Inspection Report 83-17, the District's September 19, 1983 letter identified corrective steps which would be taken to avoid further violations relating to construction records.
The specific items were:
(a)
The Fort Calhoun Station's Preliminary Safety Analysis l
Report (PSAR), including supplements, will be reviewed in order to identify specific types of records which l
the District committed to maintain.
Codes and i
standards referenced in the PSAR will be considered in l
this review.
l (b)
The District will submit a plan and a schedule to Region IV by October 14, 1983 for the review of those documents recently received from Gibbs & Hill, Inc.
l (stored on the sixth floor at the Jones Street Station) and those documents stored in the Jones l
Street Station storeroom.
t (c)
The District will contact those organizations which provided major portions of the construction work on l

-Page Two such records are properly controlled in their facili-ties.
These contractors are Combustion Engineering, Inc.; Gibbs & Hill, Inc.; Commonwealth Electric Corpo-ration; and Peter Kiewit & Sons.
(d).
The results of the reviews completed in part (a) above will be compared to the available records resulting from efforts in (b) and (c) to assure that the speci-fic types of records which the District committed to retain, as' stated in the PSAR, are available.
In the event any types of records are identified which are not available, then an evaluation will be performed in order to determino the safety significance of such omissions.
If this evaluation indicates that no significant hazards considerations are involved, then the record will be closed.
In the event it is deter-mined that significant hazards considerations do exist, the appropriate action (s) will be taken.
Also included in the September 19, 1983 letter were commit-ments relating to the above corrective actions.
These com-mitments and the District's responses are as follows:
Corrective Action on Item (a)
"The schedule for the review of the PSAR will be submitted by October 14, 1983."
Respcnse
'The District has' retained a consultant to assist in the re-view of the PSAR.
The District's consultant has performed similar tasks at several other utilities using procedures which will be adopted for the Fort Calhoun Station's-records effort.
Based on the District's and its consultant's esti-mato, this task is scheduled for completion by November 1, 1983.
Corrective Action on Item (b)
"A schedule and plan for reviewing the documents on the sixth-floor at the Jones Street Station and in the Jones Street Station storeroom will be submitted by October 14,

~The plan for reviewing these documents is as follows.
A comparison study oetween the list developed. in item (a) and l
the construction records that the District has maintained and accounted for will be performed.
The results of this comparison study will provide the Dis-
-trict with an account of how complete the construction re-cords are'in relation to the District's commitment.
This task is scheduled for completion by November 21,11983.
(This task excludes Gibbs & Hill, Inc. records.)
Comparison of the Gibbs.& Hill, Inc. records to the com-mitted records will be conducted if the review of the above records indicates that there remains missing types of re-cords.. In that event, a two-phased approach would be used:
(a)
A sample survey.of selected contracts to determine if they contain the missing records.
~(b)
If it is determined that the Gibbs & Hill, Inc. re-cords contain those records, a review will be com-pleted..
If it is necessary to conduct this review, this task will be completed by May 1, 1984.
Corrective-Action on Item (c)
"The. District will contact those contractors discussed in
.(2)(c).above by October 1, 1983.. In.the event' records are identified which must be transferred to the District, a schedule.for transferring and processing these records will be submitted by December 1, 1983."
Response.
Based.on previous correspondence, the District. believes it currently has in its possession'all QA construction records
- previously held by Gibbs & Hill, Inc.
Gibbs & Hill has transferred records from-its New York, New York and Omaha, Nebraska facilities to the District.
These records are scheduled to be included in the records activities discussed in this report.

Gagliardo LIC-83-265 Page Four The District has contacted Peter Kiewit & Sons (PKS), the major mechanical and civil contractor for the Fort Calhoun Station and has been informed that Fort Calhoun Station re-cords were transferred to the District, as required by the contract.
All other records previously held by PKS were destroyed-in 1980.
The PKS representative expressed doubt that any destroyed records were QA type documents.
The District has previously been in contact with Combustion Engineering, Inc.
The District believes that Fort Calhoun Station QA construction records are being controlled by Combustion Engineering at their facilities and, therefore, do not plan to obtain any of these records.
Contact has been made with Commonwealth Electric Corporation (CECO).
CECO has confirmed _that'they have three file boxes of purchase order type records relating to the Fort Calhoun Station.
The District plans to obtain these files and re-view'to determine if there are QA construction type records in these files.
If so, they will be incorporated into the District's_ Records Management System efforts described in this letter.
Corrective Action on Item (d)
"The schedule for task (2)(d) above will be greatly in-fluenced by the degree to which the available records satisfy the PSAR records commitments.
The District pre-sently anticipates that comparisons discussed in (2)(d) above will be completed by August 1, _1984, at which time
' full compliance should be achieved, assuming that large discrepancies are not identified.
In the event large dis-crepancies are identified, a report will be submitted to Region IV."

As indicated above, the schedule for item (d) will be deter-
" mined by the degree to which the available records satisfy PSAR records commitments.
The District haa rescheduled the comparison discussed in (2)(d) above to be completed by May 1, 1984 and thereby oe in full compliance with the Dis-trict's commitment to-review the PSAR and determine the status of the QA construction records.
By May 1, 1984, the

By May 30, 1984, the District will.also provide your office a list of types of missing records.
