Gentlemen:

On June 28, 1991, the NRC issued Generic Letter 88-20, Supplement 4 Individual Plant Examination of External Events for Severe Accident Vulnerabilities (Log Number 3509). Generic Le'.ter 88-20, Supplement 4 requests each licensee to undertake an individual plant examination of external events (IPEEE) to identify vulnerabilities, if any, to severe accidents and report the results to the NRC. The generic letter requested that each licensee respond within 180 days describing the proposed program and schedule for completing the IPEEE. The purpose of this letter is to provide Toledo Edison's proposal to complete the IPEEE for the Davis-Besse Nuclear Power Station (DBNPS).

Toledo Edison proposes performing an IPEEE for the DBNPS as requested by Generic Letter 88-20, Supplement 4. The examination vill include an assessment of the five requested external events (seismic, internal fires, high vinds and tornadoes, external floods, and transportation and nearby facility accidents). The IPEEE vill be performed using NRC accepte<l methodology.

License Number NPP-3 Serial Number 1997 Page 2 As recommended by Generic Letter 88-20, Supplement 4, Toledo Edison vill cootdinate activities associated with the closure of Unresolved Safety Issue (US1) A-46, Verification of Seismic Adequacy of Equipment in Operating Plants, (NRC Generic Letter 87-02, dated February 19, 1987, Log Number 2225) with those required to perform the seismic portion of the 1PEEE. Toledo Edison is a member of the Seismic Qualification Utility Group (SOUG). A coordinated plan and schedule for the seismic portion of the IPEEE cannot be finalized before receipt and review of the NRC Supplemental Safety Evaluation Report (SSER) for the SOUG Generic Implementation Plan (G1P) for resolution of USI A-46.

Because of the delayed issuance of the SSER, no schedule is provided by this letter for completion of the seismic portion cf the IPEEE for the DBNPS.

In order to realize the maximum benefit from the IPEEE, Toledo Edison plans to utilize DBNPS engineers in all aspects of the examination.

This involvement vill f acilitate the maximum it..egration of th_

knowledge gained from the IPEEE into operating procedures, training programs, and any other appropriate changes. Recognizing the limitations on available resources to perform the IPEEE, Toledo Edison plans to comt.ance the IPEEE after completion of the individual plant examination (IPE) of internal events. Performance of the IPE of internal events was requested by HRC Generic Letter 88-20 dated November 23, 1988 (Log Number 2775). By letter dated October 27, 1989 (Serial Number 1723), Toledo Edison committed to complete the IPE of internal events and submit the results to the NRC by September 1, 1992.

Performing the IPEEE after completion of the IPE vill permit the maximum involvement of DBNPS engineers in all aspects of the IPEEE.

Furthermore, this schedule vill allow the completed models that vere E developed for the internal events examination to be used in the IPELE.

Based on a planned start date for the IPEEE of September 1, 1992, after completion of the internal events IPE, Toledo Edison vill complcte and submit the results of the IPEEE, with the exception of the seismic portion of the IPEEE as noted above, to the NRC by September 1, 1995.

Details of the methods and approach selected for performing the IPEEE vill be submitted to the NRC by December 1, 1992.

Toledo Edison believes that the process and schedule for conduct of the DBNPS IPEEE as outlined above vill achieve the overall IPEEE objectives.
