Docket Nos. 50-361 and 50-362 Amendment Application Nos. 148 and 132 Radiation Monitoring System San Onofre Nuclear Generating Station Units 2 and 3 Enclosed are Amendment Application Nos. 148 and 132 to Facility Operating Licenses NPF-10 and NPF-15 for the San Onofre Nuclear Generating Station Units 2 and 3, respectively. These amendment applications consist of Proposed l ChangeNumber(PCN)-432.

PCN-432 is being requested to allow Southern California Edison (Edison) to initiate modifications to the Containment Area Radiation Monitors as part of Design Change Package (DCP)-6926, " Radiation Monitoring System Replacement Project." DCP-6926 upgrades or replaces existing Radiation Monitoring System (RMS) equipment with s. tate-of-the-art equipment to provide greater operational flexibility and reliability.

While the majority of the Technical Specification (TS) changes required to support-DCP-6926 were addressed in the Technical Specification Improvement Program submittal (PCN-299) the Containment Area Radiation Monitor TS was not one of them. 'PCN-405 addressed the TS change deleting the particulate / iodine channels of the Control Room Airborne Radiation Monitors from the Engineered Safety Feature Actuation System TSs. PCN-432 addresses 1).theTSchangesto su 2)pport the proposed the relocation of themodifications to the Containment setpoint and allowable Area values for the Radiation Control RoomMonitors, Airborne Radiation Monitors (actual values will be in the administrative control procedures) to be consistent with the Containment Airborne Radiation Monitors TS, and 3) minor editorial changes to the Control Room' Airborne Radiation Monitors and the Containment Airborne Radiation Monitors TSs.

s PCN-432~ revises Tables 3.3.3, " Engineered Safety Feature Actuation System Instrumentation," 3.3-4, " Engineered Safety Feature Actuation System Instrumentation Trip Values," 3.3-5, " Engineered Safety Features Response Times," 4.3-2, " Engineered Safety Feature Actuation System Instrumentation Surveillance Requirements," 3.3-6, " Radiation Monitoring Instrumentation," and 4.3-3, " Radiation Monitoring Instrumentation Surveillance Requirements."

PCN-432 changes to the existing TSs are in' Attachments "C" and "D." Markups j which will revise the TSs post PCN-299 to reflect PCN-432 changes and PCN-405 changes to the Containment Airborne Radiation Monitor and Control Room  :

Airborne Radiation Monitor TSs are in Attachments "G" and "H." i Edison requests NRC approval of this license amendment request by the end of December 1995 to allow adequate time to finalize our designs prior to the' RMS modifications in 1996.

Edison requests this amendment be issued effective as of its date of issuance,  !

to be implemented within 30 days from the date of issuance. This will provide adequate time for the necessary procedure changes and training on the new Technical Specifications.
