Dear Mr. Keppler:
This letter serves as our final report pursuant to 10CFR50.55(e) concerning documentation associated with materials procured by the piping installation contractor, Pullman Power Products, which was determined to be in violation of AS'iE Code Requirements.
Initial notification that this problem was being evaluated by The Cleveland Electric Illuminating Company (CEI) was made to Mr.
P. R. Pelke of your office on January 12, 1984, by Mr. E. Riley of CEI.
This report contains a description of the deficiency, an analysis of safety implications and the corrective action taken.
Description of Deficiency Documentation associated with random materials procured by Pullman Power Products under the SP44-454';--00 contract was determined to te in violation of ASME Section III, Subarticle NA3700. These discrepancies were iden'.1 fled on Project Organization Correctiva Action Request (CAR) 84-01.
A Stop Work Notification (SWN) 84-01 halting site procurement by Pullman Power Products was issued concurrently with CAR 84-01.
Analysis of Safety Implication Al' documentation discrepancies detected during the course of Project Organiza-tion investigation of this matter have been subsequently corrected or are in the process of being corrected. Presently there is no evidence that plant safety would have been compromised. However, this incident does constitute a failure of the contractor to properly implement a procurement program meeting the requirements of ASME Section III Article NA4000, p1 9

Kepplsr Februtry 10, 1984 Corrective Action Taken A complete review of documentation associated with all materials purchased under the SP44-4549-00 contract was conducted by the Contractor and the Project Organization Construction Quality Section. All discrepancies detected and corrective action required were identified in Project Organization correspondence to Pullman Power Products, PY-S/ CON 8677 QA, and in the Project Organization evaluation of Pullman Power Products response to CAR 84-01.
Pullman Power Products has completed correction of all Identified procurement and receiving Inspection documents.
Evidence of chemical analyses performed as a verification measure required by ASME Section III paragraph (s) NX2610 by Pullman Power Products' subvendor has been obtained and found acceptable.
Corrected documentation, or verbal commitment to provide corrected documenta-tion, has been obtained from applicable material manufacturers and material suppliers.
CAR 84-01 will not be closed until all-required corrected documentation is obtained, reviewed and approved. Any materials for which corrected docu-mentation is not obtained will be identified as nonconforming and dispositioned per program requirements.
In order to preclude recurrence of the subject probl as, Pullman Power Products, under Project Organiza tion guidance, has revised their procedures IV-34 " Site Purchasing", VII-l " Vendor Qualification", and X-5 " Field Receiving Incpection Procedure".
These procedure revisions were conditionally approved on February 3, 1984, and will be fully approved upon correction of minor concerns by the contractor.
l Full release of SWN 84-01 will not be granted until a full measure of confidence in the effective implementation of the aforementioned procedure revisions is obtained.
Implementation of procedure revisions will include additional training of all involved personnel.
It is anticipaced that all required corrective action will be accomplished by March 2, 1984.
