Proposed Generic Letter -- 10 CFR 50.54(p) Process for Changes to Security Plans Without Prior NRC Approval 60 Fed. Reg. 31326 -- June 14,1995 Notice of Opportunity for Public Comment
Dear Sir:
These comments are submitted on behalf of Niagara Mohawk Power Corporation, Nine Mile Point Nuclear Station in response to the Federal Register notice concerning proposed generic letter 95-XX,10 CFR 50.54(p) Process for Changes to Security Plans Without Prior NRC Approval (60 Federal Register 31326-June 14,1995). The staff advised that this generic letter is "... to clarify the process by providing a screening criterion that would ensure consistency of security plan changes without prior NRC approval."
We agree that the proposed clarification of the language in section 50.54(p) and the provided screening criteria are appropriate for the reasons delineated and wish to commend the NRC for taking this action. Resource savings can result from the elimination of security plan commitments that are no longer considered of value relative to their cost and are in excess of regulatory requirements.
We appreciate the opportunity to comment on this proposed generic letter.
