Dear Mr. Keppler:

This letter serves as an interim report pursuant to 10CFR50.55(e) relative to motor operated valve (MOV) operator stem keys that are too long.

Pelke of your of fice was notified on January 11, 1984, by Mr. B. D. Walrath of The Cleveland Electric Illuminating Company (CEI) that this problem was being evaluated. This report contains a description of the deficiency, the corrective action being taken, and the planned date for our final report.

Description of Deficiency The Borg-Warner Fluid Controls Division has supplied MOV motor operators with a tem keys that are too long. The keys extend beyond the adapter yoke. When the operator mounting bolts are torqued, the keys are forced against the key retainet plate causing indentation and distortion of the retainer.

Corrective Action Nonconformance reports have been issued to identify the three valves with the subject condition which have been located to date. These were six inch ANSI Class 1500 " Active" MOV's, Borg-Warner Figures No. 81370 and 81370-1. Two of these valves have no safety-related operation. All other safety-related motor operated valves supplied by Borg-Warner are being disassembled and inspected for keys of excessive length.

A Nonconformance Report will be issued if additional examples are identified. Key retainers will be repaired or replaced as applicable. We expect this inspection / rework effort to be completed by June 15, 1984, and our final report will be filed by that date.
