SEABROOK STATION, UNITS 1 AND 2 NOTICE OF ISSUANCE OF AMENDMENTS TO CONSTRUCTION PERMITS Notice is hereby given that the U. S. Nuclear Regulatory Commission (the Commission) has issued Amendments No.

to Construction Permit Nos. CPPR-135 and CPPR-136. The amendments add Vermont Electric Generating and Transmission Cooperative, Inc. as a co-owner of tne Seabrook Station, Units 1 and 2 and reflect a transfer of ownership interest from Vermont-Electric Cooperative, Inc. to Vermont Electric Generating and Transmission, Inc. for the Seabrook Station. The Seabrook Station is located in Rockingham County, New Hampshire.

The amendments are effective as of their date of issuance.

The application for the amendments complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's regulations. The Commission has made appropriate findings as required by the Act and the Commission's regulations in 10 CFR Chapter 1, which

'are set forth in the amendments. The Commission has also concluded that the amendments involve ections which are insignificant from the standpoint of environmental impact and that, pursuant to 10 CFR Section 51.5(d)(4), an environmental impact statement or negative declaration and an environmental impact appraisal need not be prepared in connection with the issuance of the l

amendments. Prior public notice of the amendments was not required since the

(

amendments do not involve a significant hazards consideration.
