DN 50-278, PEACH BOTTOM UNIT NO. 3 - GRINNELL SNUBBERS - ORIFICE BLOCKS
In response to the Licensing letter of January 11, 1974, Philadelphia
Electric Company submitted their response dated March 14, 1974, a copy
of which we have attached for your information. While Licensing's
letter addressed the problems with seal materials, the licensee's
response referred, in addition, to the unexpected behavior of snub-
bers observed during the Unit No. 2 start-up piping surveillance
program.
The consequences of this unexpected behavior are alluded
to in the licensee's response and are discussed in RO Inspection
Report No. 50-278/74-04 (Details, Paragraph 11), a copy of which is

enclosed.
The licensee ascribed this problem to undersized orifices
and instituted a program for the replacement of orifice blocks in
i
276 Grinnell snubbers in Peach Bottom Units No. 2 and No. 3.
We recommend that this matter be evaluated to determine:
(1) whether
the results of the responses from all addressees indicate a generic
problem; and, (2) if further action appears necessary based on the
above determination.
