Dear Mr. Oianbusso:

Peference: Peach Botton Atenic Power Station - Unit 2 Facility Opersting License DPP.-hh Docket No. 50-277

Subject:

Abnormal Cccurrence On November 21, 1973, with the reactor in a shutdown condition, a routine surveillante test identi'ied a setpoint drift on reactor low level switch LTS 7-3-1018. This was re-orted to Fr. James P. O'Feill;, A.E.C.

Perion 1, Peculatory Operations Office on November 21, 1973 In accordance with Section 6.7.2.A of the Technical Specifications Arpendir A of DPP-hh for Unit ? Peach Botton Atenic Power Station, this set-point shift is being reported to the Directorate of Licensing as an Abnornal Occurrence.

Investicatien The surveillance procedure perforned on reactor level switch LIS-2-2-3-101B disclosed that the setpoint of the device had shifted beyond the limits given l

in Technical Specification. Technical Specification Table 3 2.A requires that the level switch operate at a setpoint creater than or equal to C inches..The switch was found to operate at -3.h3 inches. The companion icvel switches were tested and found to have acceptable setpoints. A review of previous surveillance l

test records identified two prior sinilar unacceptable setpoint shifts on these switches. An investiration of the nochanical adjustnent cf the switch was not successful in identifyinr the ca: se of the setpoint shift.

The level switch was subsequently recalibrated and returned to service. Testing on these switches will be perforned on a two week interval until satisfactory performance is demonstrated.

Safety Innlications These reactor low level switches operate in the reactor scram circuitry in a one of two twice loc-ic.

Three of the four switches in this loric were operable with conservative setpoints ar, the time of failure and would hava correctly initiated scram if a low reactor level condition had occurred. The setpoint deviation of the fourth switch was ninimal.

Because the locic syster was still operational, no safety implications are associated vith this ningle setpoint shift. The reactor was in a shutdown conditien # rom November 6 to Novenbar 28, 1973.

Very truly yours,
