Conditions Prior to Occurrence:
Plant stable at approximately 100% power.
Descriptien of Occurrences During the performance of a surveillance test which verifies the operability of various PCIS valves, the RWCU Pump Suction Inner Isolation Valve, MD-12-15 failed to cicec in response to a close sinual.
Designation of Apparent Cause of Cccurrences Since the valve in located in the drywell which is inaccessible during power operation, the investigation has been limited. This limited investigation indicates possible limitorque operator or notor dif ficulties. Actual cause of failure la unknown at this time.
Analysis of Occurrenco:
The surveillance touc performed verified that the in series outer isolation valve on the RWCUS was operable. This valve would satisfy the isolation function.
Safety ieplications of this failure are therefore ninimal.
Corrective Action:
Pinal investigation of the failure of this valve to close and subsectuent repair t ', vill bo perforced when the reactor is shutdown and the drywall is accessible. Th*
outer isolation valve was closed to isolate this penetration.
