Abnormal Occurrence The following occurrence was reported to Mr. Eldon Brunner, Region 1, Of fice of Inspection and Enforcement, United States Nucicar Regulatory Commission, on April 12, 1975. Wri tten noti fication was made to Mr. James P. O'Reilly, Director, Of fice of Inspection and Enforcement, Region 1, United States Nuc1 car Regulatory Commission on April 14, 1975. In accordance wi th Section 6.7.2.A of the Technical Specifications, Appendix A of DPR-44 for Unit 2 Peach Bottom Atomic Power Sta tion, the following report is being submitted to the Di rec-torate of Reactor Licensing as an Abnormal Occurrence.

Qnditions Prior to Occurrence:

Unit 2 at approximately 100% power.

Description of Occurrence:

Desionation of Apparent Cause of Occurrence:

Individual disregard for Administrative Procedures.

Analysis of Occurrence:

This occurrence caused a secondary containment violation for about a week. During this time interval the unit was operating at full power. Investigation has indicated that wi th the two doors blocked open, the reactor building differential pressure ir maintained nega-tive by the normal ventilation systems. Because the reactor building was held negative during the entire period of time that the two doors were blocked open, all ventilation flow was processed through the reactor building vent stacks. Because the vent stack radiation moni-tors read essentially background levcis during the entire period, no release of ai rbornt radioactivity is associated with the problem.

Further, it is probabic that had the Standby Gas Treatment System been ini tiated wi th the two doors open, the correct negative di fferential pressure would have been maintained. The Standby Gas Treatment System has considerable capaci ty above and beyond that required to maintain reactor building negative with all the secondary containment deors closed.

Corrective Action:

The coors were immediately rcciosed and the interlock switches returned to service. Station supervision in all areas were informed of this occurrence, its significance, and the need for observing Adminis-trative Procedures in a meeting convened by the Station Superintendent for that specific purpose. They were instructed to meet with indi-viduals under their control and to explain and emphasize the problem.

Addi tionally, a wri tten memo was distributed to supervisory plant per-sonnel to reinforce the verbal directions given in the meeting.
