Calvert Cliffs Nuclear Power Plant Unit No.1; Docket No. 50-318 10 CFR 50.72 Repettability Retraction R'3FERENCE:

(a)

Telecon between 11GkE and NRC Operations Center on November 27,1991 i

G,entlemen:

The purpose of Reference (a) was to retract a previous call made in accordance with 10 CFR 50.72.

hhe call was made after Calvert Cliffs Unit i experienced spurious Auxiliary Feedwater (AFW) 4.ctuations. The actuations occurred on November 5,1991, as Operators were attempting to perform I

si monthly Auxiliary Feedwater Actuation System (AFAS) actuation logic test, using Surveilla.sce Test Pmcedure (STP) 0-91. At the time of the actuations, Unit I was at 100 percent power.

In accordance with STP-0-91, Operators isolated the AFW discharge valves early in the procedure.

Thus when the actuations occuned and the AITV pumps started there was no water injected.

After further review of the reportability guidelines set forth in NUREG 1022, we have determined that because the AFW system was incapable of performing its intended function, due to the discharge valves being isolated, these AFAS actuations are not reportable.

Should you have any further questions regarding this matter, we will be pleased to discuss them with you.
