Written notification was made to Mr. J. P. O'Reilly, Region 1, Office of Inspection and Enforcement,. United States Nuclear Regulatory Commission on September 3, 1975 In accordance with Section o.7 2. A of the Teci,nical Speci-fications, Appendix A of DPR-56 for Unit 3 Peacn Bottom Atomic Power Station, the following report is being submitted to the Directorate of Reactor Licensinj as an Abnormal Occurrence.

Failure of torus instrument nitrogen isolation valve, A0-3968, to close during surveillance testing.
Conditions Prior to Occurrence:
Hot standby.
Description of Occurrence:
During the performance of a surveillance test, A0-3968 f ailed to close when given.an isolation signal.
So dl Designation of Apparent Cause of Occurrence:

. The-solenoid valve which actuates A0-3968 f ailed to operate correctly because of a defective valve seat.

The safety implications of this occurrence are minimal because there are check valves inside and outside the torus penetration that would prevent leakage in the event of a piping failure.
Correcti ve Action:
The f aulty solenoid valve was replaced and A0-3968 was stroked satisfactorily.
