This was an unannounced, routine inspection of a research, manufacturing, and distribution subsidiary of General
Electric that manufactures and sells fission chambers for the use of monitoring the power of nuclear reactors. The
licensee is authorized by the NRC to use special nuclear material in the manufacturing, testing, and calibration of fission
chambers. At the time of the inspection, the licensee had six authorized users (AUs) and several trained employees who
handled special nuclear material under the supervision of the AUs. The licensee's possession and use of byproduct
material was authorized through their State of Ohio license.
PERFORMANCE OBSERVATIONS
The inspector toured the areas where special nuclear material was stored and used to observe the licensee's measures for
material security, contamination control, airborne monitoring, and hazard communication. The inspector also performed
independent and confirmatory surveys which indicated results consistent with licensee survey records and postings. The
inspector interviewed licensee personnel with regard to the use of special nuclear material in fission chamber production
and testing as well as inventory tracking, surveys, training, package receipt and shipment, and waste handling, and found
licensee personnel to be knowledgeable of NRC requirements and the licensee's procedures. The inspector reviewed
records associated with material receipt and transfer, license verification, leak testing, personnel dosimetry, surveys,
waste disposal, effluent monitoring, radiation safety committee minutes, and periodic program reviews.
No findings of significance were identified.
