Dear Sir:

The NRC was notified of a potentially reportable deficiency in Reference (A), Interim Reports were transmitted by References (B), (E), and (G),

and Time Extensions were requested by References -(C), (D), and (F).

It was estimated that a Final Report would be available by December 14, 1983, in Reference (G).

Due to the extensive investigation and evaluation required, a revised Interim Report is attached.

It is now expected that this information will be finalized by February 14, 1984., at which time a complete report will be submitted.

PVNGS UNIT 1 I.

Potential Problem As documented by Combustion Engineering (C-E) letter V-CE-20050 dated 4/29/82, two (2) ITT Barton pressure transmitters have been installed in Unit I which do not meet the required overpressure ra nge.

The condition is applicable to Pressurizer Restricted Range Transmitters tag number PT-103 and PT-104.

The transmitters installed in Unit 1 have an overpressure range of 0-1000 psi.

The Unit 2 and 3 devices were supplied at 0 to 2485 psi overpressure protection.

ITT Barton has also filed a 10CFR Part 21 report concerning the Model 763 and 764 Electronic Transmitters based on thermal non-repeatability at nominal in-containment ambient temperatures.

II.

Approach To and Status of Proposed Resolution (A)

ITT Barton has indicated that they have resolved the Model 763 and Model 764 thermal non repeatability problem. This will be addressed in a 10CFR Part 21 report to be issued by ITT-Barton.

Current production models will incorporate design engineering changes.

Pressure transmitters previously shipped to clients will be provided with field-change kits.

(B)

PVNGS pressure transmitters, tag numbers 01JRCA-PT-0103 and 01JRCB-FI-0104 were returned to ITT Barton for conversion from the 0-1000 PSIG range to the 0-3000 PSIG range. Modifications to these transmitters for the correction of thermal non repeatability created a new problem'of transmitter accuracy within the required calibration range of approximately 0-760 PSIC. ITT-Barton's conclusion is that they cannot meet the isolated case of the accuracy criteria for 6 transmitters, tag numbers 01, 02, 03-RCA-PT-0103 &

01, 02, 03-RCB-PT-0104.

(C)

C-E has concluded that the use of Westinghouse transmitters are unacceptable, based on qualification deficiencies. As a result, C-E has recommended replacing PT-103 and PT-104 transmitters for Unit 1 with Rosemount 1153D transmitters for 3

Cycle 1 at Palo Verde. Bechtel is evaluating C-E's recommendation to determine the impact of this new information on licensing activites.

III. Projected Completion of Corrective Action and Submittal of the Final Report Evaluation of this condition and submittal of the Final Report is forecast to be completed by February 14, 1984.
