Condi ti ons Prior to Deviation:
Unit 2 shutdown, Unit 3 operating at approximately 100%
power.
Description of Deviation:
i Technical Specifications state that if a measured level of radioactivity in critical pathway samples indicates that the resultant annual dose to an individual from those levels could equal or exceed four times the design objective, the event should be reported. This is equivalent to a continuous concentration of I-131 of 9.6 pCi/1 of milk l
for the entire year based on a design objective of 15 mrem per year per si te via the grass-cow milk chain.

Of the eight samples of milk from eight different locations in the Peach Bottom area taken on June 7,1976, one indicated a con-centration of I-131 of about 14 pCi/ liter corrected for decay to the time of sampling. The remaining seven samples each showed smaller concentrations of I-131 and were well below the reportable level.
The concentration of I-131 in the milk sample collected on June 14, 1976 from the same location which had the reportable level on June 7, was 2 pCi/ liter corrected for decay to the time of sampling. This indicates no additional I-131 was deposited at this location between about June 7,1976 and June 14, 1976.
Designation of Apparent Cause of Deviation:
The presence of I-131 in milk samples collected on June 7, 1976 in the Peach Bottom area correlates with the increased levels of I-131 observed in the iodine effluent sampling system for Peach Bottom Unit 3 vent representing the period 5/24/76 to 6/7/76. The I-131 average release rate f rom the Uni t 3 vent f rom May 24, 1976 to June 7,1976 was approximately equal to 77% of Technical Specification limit.
Analysis of Deviation:
The I-131 release rate from Peach Bottom Unit 3 roof vent was approximately 77% of the Technical Specification limit for the period of5/24/76to6/7/76. The following week (6/7 to 6/14) the release rate had dropped to about 23% of Technical Specification limit and the next week was less than 10% of Technical Specification limit for the fi rst part of the week (June 14 to June 17). Normally the Unit 3 roof vent is between 1 to 6% of Technical Specification limit.
No safety considerations are involved since the dose via the critical pathway as a result of the reported concentration of I-131 in milk of 14 pCi/1 over a period of one week is only 0.1% of the 10CFR20 annual limits.
Large variations in meteorology and power plant conditions may result in concentrations in a single sample well above the single sample reporting limit, but which are still well below the long term design objective. This reporting limit is only two times the average annual dose objective necessary to meet the as low as reasonably achievable condition as defined by 10CFR50 Appendix I for a two unit reactor si te.
Corrective Action:
Upon noti fication to the si te by Envi ronmental Engineering Section of the high I-131 content in a milk sample, the surveillance of the Unit 3 roof vent Iodine release rate was increased.
