Catawba Nuclear Station, Units 1 and 2 Docket Nos. 50-413 and 50-414 Emergency Plan, Resubmittal of Revision 90-02 (now Revision 91-02 if approved)

Gentlemon Please find enclosed for NRC staff use and review a resubmittal of selected portions of Revision 90-02 (now Rev. 91-02 if approved) to the Catawba Nuclear Station Emergency Plan.

In your September 12, 1991 letter from Douglas M. Collins to M.S.

Tuckman, you indicated that certain changes involving the Emergency Action Lovels (EALs) decrease the offectiveness of the Plan and are inconsistent with the guidance of NUREG-0654, Appendix 1.

These changes have been reevaluated and are being resubmitted in accordance with 10 CFR 50.54(q).

In addition to the Plan Basos, appropriate justification has been provided in support of the proposed changes (soo enclosed responso Attachment 1).

Changes to Initiating Conditions in the Plan Bases (Section D of Emergency Plan) are indicated by page number in the responso document (see enclosed responso Attachment 1).

The changes proposed do not decrease the effectivonosa of the Plan.

In addition to our resubmittal of Revision 90-02 (now Rev. 91-02 If approved), we submit four additional changes.

Those additional. changes are necessary to make a procedural human factors improvement (see Page D-78), and increase conservatism in the determination of fuel clad barrier loss (see Pages D-15, D-29, and D-37).

Those additional changes do not decrease the effectiveness of the Emergency Plan.

The Emergency Plan and Emergency Plan Implementing Procedures will be revised upon notification of NRC approval of the enclosed response and Bases documents.
