This report is being submitted in accordance with TS Action Statement (b) of Limiting Condition for Operation (LCO) 3.3.3.8 and Action Statement (a) of LCO 3. 7.11.2.

SPECIAL REPORT 91-17 This speciel report is being rede in accordance with Technical specification a iTS) action Statement (b) of Limiting Condition f or Operation (LCO) 3.3.3.S and Action Statement (a) of LCO 3.7.11.2 for not restoring inoperable fire detectors and automatic suppression equipment to operable status within 14 days.

On Octobar 19, 1991, at 223B Eastern daylight time with Unit 1 in Mode 6 for refueling activities, LCOs 3.,.3.8 and 3.7.11.2 are entered wten fire detection instrumentetion in Zcnes 13e , 135, 142. 143, 144, and 145 and Fire Suppression Valve 0-FCV-26-183 were removed from rervice for the component ecolir.g system (CCS) ' it excranger replacement. Thic was a preparatory act because of the cuttito, gr indir.g. and welding that would 5e takir.g placa during _

the CCS heat ex; hang (r replacenent. Two centinuous anf rnving fire watches were established in accordance with TSs. Fire supprese capability is still available by manual initiation by the Fire Protect - unit.

The f Ire detection zones and it.e fire suppression valve will be returned ta service after completion cf the heat exchanger replacement betore the 'nd af the Unit 1 Cycle 5 refueling outage currently scheduled f or early Decem!er 1991.

SQS will maintain the required fire watches unt'.1 the fire deto tion and suppressian equipment is returned to service.
