Dear Sir:
This application for an amendmont to the James A. FitzPatrick Technical Specifications addrossos three associated issues: Emergency Servico Water (ESW) pump survoillanco testing; incorporation of ASME Section XI, and; oditorial corrections.
ESW Pump Surveillanco Testing /M!nimum Flowrato A survollianco toquiromont for the ESW system is added requiring ESW pumps to bo flowrate tested. During the August 21,1990 ESW onforcement conforence the Authority identiflod the limitations of tho ' shut off head" ESW pump survoillanco test currently required by the FitzPatrick Tshnical Specifications and committed to proparo a Technical Specification chango. In Reference 1, the Authority clarified it's commitmont and stated that tho now test requirements would refloct the appropriato portions of ASME Section XI and the FitzPatrick inservice test program. The proposed survoillanco requiremont includos a revisod pump flowrate to reflect a now calculation of system requirements following a Design Basis Accident (DBA). This application satisfies that commitment.
Incorporation of ASME Section XI This part of the amendmont incorporatos the inservice inspection and testing of Section XI of the American Socloty of Mechanical Engincors (ASME) Boller and Prossuro Vossol (B&PV)
Code. It incorporatos a now Survoillanco Requiremont,4.0.E, which refers to the requirements of Section XI of the ASME B&PV Codo and Addenda established by 10 CFR 50.55a(g).
Ancillary changes are also toquired because the proposed Spoclfication 4.0.E replaces surveillanco testing requiremonts on safety related pump and motor operated valvos and o.?. ands the frequency of survolliance testing on other components from once overy month, to once ovory throo months to coincido with the Authority ASME Section XI program.
