Gentlemen:

This correspondence is to update you on the District's commitment to have a new Training Tracking System final and in full use at Cooper Nuclear Station by June 30, 1995, as stated in an April 11, 1995, letter from J. H. Mueller to the NRC (Reference 4).

This commitment is one of the corrective steps in response to violations which occurred due to inadequate overview and commitment to the STA Training Program implementation by management and the involved individuals and an inadequate overview of the fire brigade training program. The underlying cause of these violations was failure en the part of management to adequately support these programs, and reinforce the training commitments inherent to the programs.

NPPD has taken aggressive action to correct these deficiencies and believes that actions taken will prevent recurrence.

The commitment to develop and install a new Training Tracking System is intended to provide an upgraded computerized tool to support NPPD's management and supervision while implementing the requirements of the' training program.

Hardware failures and software design discrepancies during the development project have resulted in eeveral schedule slippages.

The system software has I

been installed and validation and testing were in progress when a hardware i

f, component failure interrupted the project's progress.

The existing Training Tracking Syst' in use by NPPD provides adequate management information to monitor and control the training and qualification l

process. The new system will provide an enhanced human interface, faster on-j line response, and a more economic operation. The unavailability of the new i

Training Tracking System does not compromise our ability to ef fectively

' System development project, and will fully implement this enhancement to our existing process after full testing to ensure the system is reliable and will fully satisfy all tracking requirements. NPPD will notify the Nuclear Regulatory Commission by letter when this commitment has been fulfilled.
