SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATEbh0AMENDMENTNO. 92 TO FACILITY OPERATING LICENSE NPF-35 AND AMENDMENT NO. 86 TO FACILITY OPERATING LICENSE NPF-52 DUKE POWER COMPANY, ET AL.

CATAWBA NUCLEAR STATION, UNITS 1 AND 2 DOCKET NOS. 50-413 AND 50-414

1.0 INTRODUCTION

By letter dated January 30, 1991, Duke Power Company (the licensee) requested amendments to the Technical Specifications (TSs) appended to Facility Operating License'Nos. NPF-35 and NPF-52 for the Catawba Nuclear Station, Units 1 and 2.i The proposed amendments would revise TS 6.8.2 to allow the Manager of Production Environmental Services or a designated Technical System Manager. in the Production 4-Support Department to review and approve Applied Science Center procedures which implement offsite environmental, technical, and laboratory activities.

The Production Support Department and Applied Science Center were created in a Duke Power Company reorganization in August 1982 to concentrate the offsite laboratory and _ field support activities for all of its nuclear facilities in one location. These activities are governed by procedures which are reviewed and approved by plant management in accordance with TS 6.8.2.

In its present form, TS 6.8.2_ authorizes only the Station Manager, or his designated represen-tative from onsite plant operating management, to review and approve all plant procedures, including those related to offsite activities. With the-shift of responsibility for offsite activities to the Production Support Department, there is-need to amend TS 6.8.2 to allow. appropriate Production Support Department management to prepare, change, review, and approve procedures governing these offsite activities.

2.0 EVALUATION The offsite afiN1'ronmental, technical and laboratory activities at the Applied Science Centeittaclude environmental sample collection; laboratory sample preparationeanalysis, and disposal; preparation of reagents; and count room-operation. These activities are carried out following written procedures and under the supervision of-Technical System Managers qualified in the fields of Biological Sciences, Chemical Sciences, and Physical Sciences. The Applied Science Center is under the overall direction of the Manager, Production Environmental Services.

i 2-director, are most technically qualified to assess the adequacy of the Center's procedures and proposed changes to them. Also, because these procedures are perfonned _offsite by non-station personnel and because most are generic to all three of Duke Power Company's nuclear stations, the Catawba Technical Specifica-tions, as currently written, create difficulty tnd an unnecessary administrative burden in obtaining procedure review and approval.

For these reasons, the staff finds acceptable the licensee's proposed amendments to TS 6.8.2 to allow change, review, and approval of Applied Science Center procedures by the Manager, Production Environmental Services or designated Technical Service Manager in the Production Services Department.

3.0 STATE CONSULTATION

In accordance with the Comission's regulations, the South Carolina State official was notified of the proposed issuance of-the amendments. The State-official had no coments.

4.0 ENVIRONf! ENTAL CONSIDERATION

-The amendments change a requirement with respect to administrative procedures or requirements. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR Section 51.22(c)(10). assessment need be prepared in connection with the issuance of the amendments 3

5.0 CONCLUSION

The Comission has concluded, based on 'the considerations discussed above, that: -(1) there is reasonable assurance.that the health and safety of the public will not be endangered by operation in-the proposed manner, (2) such activities will_ be conducted in compliance with the Comission's regulations, and (3) the-issuance of the amendments will not be inimical to the comon defense and security or to the health and safety of the public.
