1.0 INTRODUCTION

amendments address Section 3 of the licensee's August 31, 1994, submittal, l
"Feedwater Main Turbine Trip System' Actuation Instrumentation Requirements."

There are three remaining items in this application.
2.0 EVALUATION j
The licensee proposed to revise TS Tables 3.3.9-1 and 4.3.9.1-1 for the Feedwater/ Main Turbine Trip System Actuation Instrumentation by adding a footnote to OPCON 1 with the statement, "With thermal power greater than or equal to 25% of Rated Thermal Power [RTP)."

'l Instrumentation, Reactor Vessel Water Level-High, Level 8, is to initiate-action of the Main / Reactor Feed Pump (RFP) Turbine trip system in the event.of j
i feedwater controller failure under maximum demand. This protects the Main Turbine and RFP Turbines from damages caused by water carry-over. The Main Turbine and RFP Turbine are part of Balance of Plant (BOP) equipments, and are not safety-related. The licensee stated that reviews were performed on the bases for Average Planar Linear Heat Generation Rate (APLHGR), Minimum Critical Power Ratio (MCPR) and Core Operating Libits Report, and discovered that a sufficient margin to core safety limits exists below 25% RTP.
The proposed changes are made to be consistent with NUREG-1433, " Standard-Technical' Specifications, General' Electric Plant, BWR/4," issued.in September 1992. The changes conform to Section 3.3.2.2, Feedwater and Main Turbine. Trip Instrumentation, of NUREG-1433.
For this reason, the staff determines that the proposed changes are acceptable.

3.0 STATE CONSULTATION
In'accordance with the Commission's regulations, the Pennsylvania State official was notified of the proposed issuance of the amendments.
The State official had no comments.

4.0 ENVIRONMENTAL CONSIDERATION
The amendments change a requirement with respect to installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20. The NRC staff has determined that the amendments involve no significant increase in the amounts, and no significant change in the types, j
of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation J
exposure.
The Commission has previously issued a proposed finding that the amendments involve no significant hazards consideration, and there has been no public comment on such finding (59 FR 55884). Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.
5.0 CONCLUSION
The Commission has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
