l IMPORTANT INFORMATION ABOUT PROPOSED CHANGES IN ELECTRIC RATES i
On May 26,1995, Southern California Edison (Edison) filed its Energy Cost Adjustment Clause (ECAC) Application (A.95-05-049) with the California Public Utilities Comnussion (CPUC) requesting approval of the '
following:
(1) to decrease rates by $205 million or 2.7 percent based on .
forecasted fuel and purchased power costs and balancing account adjustments. '
(2) to find reasonable its operations for the period April 1,1994 through March 31,1995.
(3) to consolidate this ECAC rate decrease with several other pending rate proceedings (previously noticed) or already authorized rate changes into one rate change effective on or about March 1,1996; and (4) to limit the consolidated rate decrease to $181 million or 2.4 percent by either deferring amortization of $200 million of the forecast overcollection in the ECAC Balancing Account, with interest, until 1997, or, using the same $200 million of the forecast overcollection to make additional firm capacity and or energy payments to non-utility power

producers, beginning in 1997, to reduce future power costs.

Because there is another proceeding currently before the Commission in which rate changes are being considered, Phase 2 of Edison's General Rate Case, Application No. 93-12-025, the Commission will determine the change for each customer class in that proceeding. If our ECAC Application request for rate consolidation and stabilization is approved, we propose that the rate changes requested in the Phase 2 proceeding be allocated among customer groups as follows: ,

$ 66.20. Individual customer rate changes will also depend on how much :
energy each customer uses. ,
EVIDENTIARY HEARINGS ON OUR REQUEST The CPUC will be conducting formal evidentiary hearings on this application. At these hearings, sworn testimony will be heard from Edison representatives, interested parties, and the CPUC's Division of Ratepayer Advocates (DRA). The DRA staffincludes engineers, accountants, economists, attorneys, and other professionals who independ'ently evaluate utility rate increase proposals and present their analyses and recommendations to the CPUC at evidentiary hearings. The CPUC can !
accept, reject, or modify the recommendations of any of the parties. i Therefore, the rates approved may differ from those requested.
