20545 H. B. ROBINSON STEAM ELECTRIC PLANT LICENSE DPR-23 "A" STEAM GENERATOR PRIMARY TO SECONDARY LEAK
Dear Dr. Morris:
Following a normal primary and secondary plant startup af ter a weekend outage, Radiation Monitor R-19 (St eam Generator Blowdown) alarmed in the Control Room. Subsequent investigation confirmed a primary to secondary leak in "A" Steam Generator of approximately 1 gallon / hour. Analysis indicates gross iodine -5 activity in the secondary system to be approximately 2.32 x 10 uc/cc.
Continuous steam generator blowdown has been curtailed and any further blowdown will be monitored and controlled by a release permit.
In our opinion, the plant may be operated indefinitely in this condition without posing any hazards to plant safety or the general public. To date, there are no indications of failed fuel in the H. B. Robinson reactor.
