Seismic Instrumentation, TS 3/4.3.3.4 - Meteorological Instrumentation and TS 3/4.4.11 - Reactor Coolant System Vents and their Bases Ladies and Gentlemen:
Enclosed is an application for amendment to the DBNPS Unit Number 1 Operating License Number NPF-3, Appendix A, Technical Specifications. The proposed changes involve relocating TS 3/4.3.3.3 - Seismic Instrumentation, TS 3/4.3.3.4 - Meteorological Instrumentation, and TS 3/4.4.11 - Reactor Coolant System Vents and their Bases from the Technical Specifications.
I These Technical Specifications will be relocated to Chapter.16 of the DBNPS Updated Safety Analysis Report (USAR). The continued capability of the seismic. Instrumentation, Meteorological Instrumentation, and Reactor Coolant System Vents to perform their functions will be ensured through a controlled change process governed by 10 CFR Section 50.59.
This relocation is consistent with the NRC's " Final Policy Statement on Technical. Specification Improvements for Nuclear Power Reactors" as published in the Federal Register, dated July 22, 1993.
It is also consistent vit.h the NRC NUREG-1430, Revision 0,
" Improved Standard Technical Specifications for Babcock and Vilcox Reactors," dated September 28, 1992.
Toledo Edison requests that the NRC approve and issue these changes by December 5, 1995.
