The enclosed contains no change which is known to decrease the effectivenest.

This revision incorporates administrative changes that correct or update provisiens of the Plan, new Technical Support Center access controls, a clarification of protected area CCTV coverage, and special concJtions pertaining to protected area exit and reentry which were not previously included.
The enclosed information has been designated as Safeguards Information and shou'id be protected in accordance with the provisions of 10CFR73.21.
