Gentlemen Pursuant to 10 CFR 50.4 and 50.71, please find. attached 7 copies of the latest revisien dated 11/91 to the Catawba Selected Licensee Commitments Manual. The SLC Manual is Chapter 16.0 to the Catawba FSAR. This~ manual is meant to contain commitments and other station issues that we believe warrent higher control, but are not appropriate in the Technical Specifications (TS). Instead of being updated with the annual FSAR Update, the SLC Manual will be-updated monthly as needed during the year.

w 16.3 DEFINITIONS The defined terms of this sec: ion appear in capitalized type and are applicable throughout theso Selected Licensco Commitments.

COMMITMENT 1.1 A COMMITMENT is a method of ensuring the lowest functional capability or performance levels of equipment which are important to the safety of the facility but are not of such a level of importance that they need to.be under the rigorous control provided by Technical Specifications.

OPERABLE - OPERABILITY 1.2 A system, subsystem, train, component or' device shall be OPERABLE or have OPERABILITY '4nen it is capable of performing its specified function (s), and when all necessary attendant instrumentation, controls, electrical power, cooling or seal water, lubrication or other auxiliary i

equipment that are required for the system, subsystem,

OPERATIONAL MODE - MODE 1.3 An OPERATIONAL MODE (i.e., MODE) shall correspond to any one inclusive combination of core reactivity condition, power level, and average reactor coolant temperature specified in Table 16.3-1.

REMEDIAL ACTION 1.4 REMEDIAL ACTION shall be that part of a Selected Licensee Commitment which prescribes remedial measures required under designated conditions.

STAGGERED TEST BASIS 1.5 A STAGGERED TEST BASIS shall consist of:

U TRIP ACTUATING DEVICE OPERATIONAL TEST 1.6 A TRIP ACTUATING DEVICE OPERATIONAL TEST shall consist of operating the Trip Actuating Device and verifying OPERABILITY of alarm, interlock and/or trip functions.

The TRIP ACTUATING DEVICE OPERATIONAL TEST shall include adjustment, as necessary, of the Trip Actuating Device such that it actuates at the required Setpoint within the required accuracy.
