Duar Dr. Murley:

In 1990, Quad Cities Station initiated a formal program to enhance the station.'s performance in various aspects of plant operation.

In support of this effort, Comm6nwealth Edison transmitted the referenced application for Amendment to the Qusd Cities Station Operating Licenses and Technical Specifications as part of the Technical Specification Upgrade Program.

This application removed the fire-protection requirements from the Technical

-Specifications in accordance with Generic letter 06-10.

The " Description of Changes" section of the referenced application for amendment indicated that a copy of changes to both the UFSAR and the Fire Protection Program implementing procedures was attached to the submittal.

These documents were unintentionally omitted from the original referenced submittal.

Please find these items attached as Enclosure A and Enclosure B.

Commonwealth Edison regrets any inconvenience tnat this unintentional omission may have caused.

10.6 StAi!GN. FIRE PROTEC110N The design of the firt protection system 15 based on consider ations discussed in the sections that follow.

10.6.1 Design Basis 10.6.1 1 Defense-in-Depth Quad Cities Station utill es the defense-in-depth concept in order to insure that safe shutdown capacity is not impaired by a fire.

The defense-in-depth concept achieves the high degree of safety required through the use of the following. echelons of safety systems:

Prevention of fire initiation.

b.

Quickly detect and suppress fires when they have occurred.

c.

Contain any unmitigated fire that might occur 50 that safe shutdown is not affected.

10.6,1.2 Safe Shutdown Systems As discussed in Section 3.1 and 3.2 of the Safe, Shutdown Report (Fire Protection Progiam Documentation Package, fPPDP, Volume 3, Book 1), systems and equipment have been identified that can be used to bring the plant to hot and cold shutdown in the event of a fire in any fire area or equivalent fire area and f

loss of offsite power.

Quad Citics Administrative Procedure QAP 1170-17 " Fire Protection Program,"

defines the Fire Protection Ptogram by assigning responsibilities, definlug the organization, and providing information and procedures pertinent to fire protection, Quad Cities Administrative Procedure QAP 1170-19. " Administrative Requirements for Fire Protection," provides the Limiting Conditions for Operation (LCO) for fire-protection equipment.

This procedure also specifies surveillance requirements for the specifled systems and equipment.

These documents provide the basis for assessing Quad Cities Fire Protection Program.
