ABHORMAL CCCURP2NCE REPORT Report No.--BFAo-7335W Report Date--November 21, 1973 Occurrence Date--November 13, 1973 Facility--Browns Ferry Nuclear Plant unit 1 Identification of Occurrence Plant change contrary to technical specifications.
Conditions Prior to Occurrence Unit engaged in startup testing program. Specifically, a startup was in progress from the cold condition in preparation for loss of power testing.

. Description of Occurrence Upon the reconmendations of the General Electric Company and with the authorization of the TVA Division of Design, a plant modification was made in August 1973 vhich climinated hi h water-1cvel initiation of MSIV closure when not in the "run". mode.
6 It was not recognized that this modification created a condition contrary to material contained in the FSAR and technical specifications. Mien the condition was recognized on November 13, 1973, reactor load was reduced and the MSIV's shut.
Designation of Anparent Cause of Occurrence Procedural.
Analysis of Occurrence In the generic sense, safety was never jeopardized since the modification had been thoroughly reviewed and detailed transient analycis performed before issuance of the various documents authorizing the modification. This same mcdification has been incorporated in other operating EUR's.
Corrective Action The technical specification has been amended to reflect the as-built plant condition and an FSAR amendment is being prepared. Before this' occurrence, but after this modification was authorized, the cover sheets for TVA Engineering Change Notices have been modified'to' require' indication whether.FSAR or technical-specification revision is required by the proposed change. -
