~During- routine.: surveillance , testing .of the < standby ,11 quid . control- system, the shaft seal packing on 13 SLC pu=p leaked excessively.

Conditions Prior to Occurrence Reactor was at 50-percent power.

Description of Occurrence During the performance of a routine surveillance test on January 17, 1974, testing was terminated when the shaft seal packing .on standby liquid control pu=p 13 started leaking excessively. T- ediately preceding this, pump 1A had been surveillance-tested satisfactorily.

Analysis of Occurrence It is cost probable that the 13 pu=p would have =et its specified' require =ents. had the test been continued. The excessive leakage was confined to one of the three pump piston plungers. However, it was reported as an abnormal occurrence because it could be interpreted as threatening to cause the feature to be unabic to p'erform its intended function. Redundant pu=p 1A tested satisfactor'ily.immediately preceding this occurrence and would have performed satisfactorily if called on.

Corrective Action The failed packing in SLC pu=p 13 was replaced as specified in the manufacturer's manual. Packing was inspected in SLC pu=p 1A and partiaDy replaced and adjusted.
