, Page 2 volunteered, in 1989, to install and implement the ERDS for the Oyster Creek and THI-l Nuclear Stations (Reference 1). The Commission acknowledged this effort (Reference 2) and excmpted Oyster Creek and TMI-l from the requirements of development and submittal of ERDS implementation program plan (Reference 3). Therefore, the requirements of 10 CFR 50, Appendix E, Section VI, 4(a) that an implementation program plan be submitted to the NRC by October 28, 1991 is not applicable to GPU N-clear.
The NRC has acknowledged that GPU Nuclear has installed and satisfactorily tested the ERDS at Oyster Creek (Reference 4). ERDS was made par t of the Oyster Creek Emergency Plan Implementing Procedures in 1990. The data point library transmitted to the NRC (Reference 5) contained the data points required by 10 CFR 50, Appendix E, Sectk n V! 2.(a)(ii), except for meteorological data. Meteorological data is not resident in the in-plant computer system and therefore, is not required to be a part of the data point library (10 CFR 50, Appendix E, Section VI.2(a)).
Similarly, the NRC has acknowledged that GPU Nuclear has installed, and satisfactorily tested the ERDS at TMI-l (Reference 8). ERDS was made part of the TMI-l Emergency Plan Implementing Procedures on October 4, 1991. As requested by the NRC in Reference 8, this letter constitutes GPU Nuclear's notification to the NRC that the administrative portions of ERDS implementation are complete. The data point library transmitted to the NRC (References 6 & 7) contained the data points required by 10 CFR 50, Appendix E, Section VI 2.(a)(ii), except for meteorological data. Meteorologict.1 data is not resident ir. the in-plant computer system and therefore, is not required to be a part of the data point library (10 CFR 50, Appendix E, Section VI.2(a)).
Based on the above and GPU Nuclear's operational ERDS interfaces approved under the voluntary ERDS implementation program, GPU Nuclear has met the requirements of 10 CFR 50, Appendix "E",Section VI.4(a) and of Section VI.4(d).
