Dear Mr. Gagliardo:

This letter provides an interim report on a 10CFR50.55(e) matter con-cerning snubbers manufactured by Pacific Scientific Company. This concern was initially reported to Mr. L. Gilbert of the Nuclear Regulatory Commission, Region IV, by Mr. Gene Rathbun of Kansas Gas and Electric Company on September 13, 1983.

During testing of Pacific Scientific Company's PSA-1 shock arresters at the callaway Plant, four out of seven units failed. Disassembly of the failed units revealed that the capstan spring tangs had broken. As a result of the findings at Callaway, KG&E sent eleven PSA-1 shock arresters from the Wolf Creek Generating Station to Pacific Scientific Company for testing.

The eleven snubbers were subjected to acceleration testing at full rated load and were then disassembled to facilitate visual and non-destructive examination of the capstan springs. Five of the eleven snubbers exhibited a magnetic particle micro crack indication in one or both of the capstan spring tangs. These five capstan springs were then assembled into a test snubber and subjected to additional testing. Two of the five springs

-survived all testing, but three failed during this additional testing.

Preliminary results from investigations completed to date indicate that tne suspect springs are restricted to one specific sub-vendor which supplied some springs for size 1 and 3 snubbers. Our vendor has supplied us with a listing of the serial numbers of the units with the suspect springs. Springs supplied by other sub-vendors do not appear to be involved, however, all investigations and evaluations are not complete.

Mr. J.E. Gagliardo KMLNRC 83-133 October 13, 1983 Upon completion of.the evaluation, the SNUPPS Utilities.will prepare a generic final report applicable to both SNUPPS plants. It is anticipated that this report will be completed within the next 30 days.
