Illinois Power Company (IP) believes that tests performed on BWR HPCS Diesel Generators have demonstrated the testing requirements necessary to prove the system capable of performing its intended function. Performing 69 loop starts as described in NEDO 10905, would impose undue stress and wear on the system.

Illinois Power intends to implement a preoperational testing program, as summarized below, that will comply with the intent of Regulatory Guide 1.108, and 1.9 and IEEE 387-1977 to establish a 99% Reliability factor for the Clinton Power Station (CPS) HPCS Diesel Generator System.

Il3inois Power and General Electric have evaluated reference 2, and agree that the following responses describe our proposed program of system testing.

1) The CPS HPCS Diesel Generator has successfully completed a Margin Qualification Test per IEEE 387-1977. The Margin Qualification Test requirements were satisfied by two separate Stewart and Stevenson Factory tests (a Motor Start Test, plus a Voltage and Speed Stability and Transient Response Test) . The I former essentially duplicates the on-site loading sequence using inductive motor loads, and the latter provides for testing at 110% of generator rated load applied in one step.

2) The CPS preoperation testing program will consist of performing Regulatory Guide 1.108 tests, including 69 separate starts. At least eight (8) such starts will be performed in the full loop configuration, demonstrating the HPCS Diesel Generator System's capability to perform as designed and installed. Five (5) of these will be performed from the warm standby temperature (cold start) and three (3) from the normal operating temperature (hot start) . .The remaining sixty-one (61) starts will be performed to demonstrate i that the Diesel Generator can repeatedly reach rated voltage and frequency within the required 10 seconds (i.e. Start and Load Testing). Six (6) of these starts would be hot starts and fifty-five (55) will be cold starts. The total of these sixty-nine (69) starts will establish the 99% reliability factor for the CPS HPCS Diesel Generator System.

In summary, IP believes that the intent of the current regulatory requirements will be met, reliability of the CPS HPCS Diesel Generator System will be established, and unnecessary unit wear will be reduced, by completing our test program. We are proceeding with development of the above outlined test program, and would appreciate early confirmation of the NRC Staff's acceptance. At your convenience, we recommend that a meeting be held with Staff personnel to discuss the test details.
